- Project Overview
The 2019 “Golden Ribbon” Multinational Co-Production Project “New Silk Road in My Eyes” (“Project”) was jointly sponsored by China International Television Corporation (“CITVC”) and the Asia-Pacific Broadcasting Union (“ABU”), the Xi'an Radio and Television Station. The Project consists of proposal solicitation, expert evaluation, field shooting, "Golden Ribbon" Outstanding Videos Selection and simulcasting of the series of programs. These Rules apply to all aspects of this Project.
The Project is aimed to invite media organizations with broadcasting and production capabilities from various countries to participate in the Project from a personal perspective and in the form of first-person expression. It is designed to form a first-class joint shooting team of Chinese and foreign media, shoot in cities and regions along the Silk Road and search for the imprint of Silk Road culture through the camera’s lens and explore the essence of Silk Road culture.
All participants can submit proposals following “Themes for Selection” and “Cities for Selection”. The Organizing Committee is responsible for proposal discussion and selection. Once the proposal approved, the Organizing Committee will sign cooperation agreements with selected participants. The Organizing Committee will organize the Expert Team to review the creation proposals and communicates on the modification of programs in regards to shortlisted organizations. Each participant will carry out video editing according to the required format after completing shooting. The completed work will qualify to enter the 2019 “Golden Ribbon" Outstanding Videos Selection. The Organizing Committee will packages final-version programs submitted by participating organizations and organize simulcast by all broadcasting members of the Belt and Road Media Community and all participating organizations.
The sponsors will support shooting on locations, including accommodation and transportation in China. And organizations participated in the Project should support their own international air tickets, pre-production and post-production.
- Themes for Selection
1. The Project sets four creation themes for selection: The Customs of Silk Road, The Appeals of Modern Cities, The Adventure of Nature Exploring and The Taste of Silk Road. Each episode focuses on one of the themes, and there are no requirements in terms of number of episodes.
2. The specific content of the four creation themes are as follows:
The Customs of Silk Road — to explore folk culture along the Silk Road and retrace steps back to the history of Silk Road civilizations.
The Appeals of Modern Cities —to record the development and changes of cities and experience the charm of modern science and technology.
The Adventure of Nature Exploring — to hunt the beauty of unique scenery and experience the beauty of harmony between man and nature.
The Taste of Silk Road — to discover all kinds of famous foods and share the delicacies along the Silk Road.
- Cities for Selection
Cities along the Silk Road in China are selected as follows:
• Silk Road overland: Xi'an, Lanzhou, Xining, Zhangye, Dunhuang, Tianshui, Yinchuan, Jiayuguan, Chongqing and others.
• Maritime Silk Road: Guangzhou, Fuzhou, Wenzhou, Hangzhou, Haining, Nanjing, Foshan, Quanzhou and others.
- Application Conditions
1. Participants: Media organizations with broadcasting and producing abilities all over the world;
2. The registered organizations for participant shall ensure the broadcasting of the final works on their own platforms. Broadcasts have the right to select the works within the package of final programs;
3. Participating organizations may bring their own photographic equipment to China for filming. The Organizing Committee will support the expenses of shooting within China (including accommodation, transportation and outreach);
4. It is suggested that the number of shooting crew members from each organization should not exceed three (the specific number shall be determined by the Organizing Committee according to the proposal submitted).

5)Introduction of the production team (information on the crew who will visit China for program shooting; autobiography of the producer/director, including their list of works);
6)Links to their sample works;
7)Photocopy of the business registration certificate of the participating organization or the production company authorized by the participating organization, the latter one should also supply the authorization letter issued by the participating organization.

|3||December 1 – December 17, 2018||Solicit proposals||The Organization Committee collects detailed shooting proposals from the registered organizations.|
|4||December 17, 2018 – January 12, 2019||Expert review||The Expert Team reviews the creation proposals and communicates on the modification of programs in regards to shortlisted organizations.|
|5||January 19, 2019||Submit the final proposals||After modification and improvement, the shortlisted organizations submit their final shooting proposals.|
|6||January 19 – February 15, 2019||Prepare matters concerning entry and shooting||Negotiation with all organizations on matters concerning entry and shooting.|
|7||April – May, 2019||Field shooting||All creation teams enter the creation phase, and the Organizing Committee assigns an expert team and an international production team to guide and supervise artistic creation and short film shooting.|
|8||June – July 15, 2019||Editing||Participating organizations carry out video editing according to the required format after completing shooting.|
|9||July 19, 2019||Submit trailers||All participating organizations complete editing of trailers. Narration, if included, shall be submitted together with a file containing narration lines and timecode.|
|10||July 29, 2019||Submit non-subtitled version films||Participating organizations complete editing and submit un-subtitled versions of their films.|
|11||July 31-August 23, 2019||In the first review of the final-version film, the Organizing Committee will communicate with the producers and reach a consensus on the revisions to the short documentaries.||If necessary, the Organizing Committee will communicate with the producers and determine the final revised versions.|
|12||August 26 –August 30, 2019||Submit final-version films||The participating organizations complete the submission of final-version films to the Organizing Committee, including script and English SRT subtitle with timecode.|
|13||September, 2019||Final Selection for outstanding “Golden Ribbon” programs||Final review of the submitted programs and all completed programs will be qualified to participate in the 2019 “Golden Ribbon” selection for Outstanding Programs.|
|14||October 1– October 25, 2019||Program packaging||The Organizing Committee uniformly packages final-version programs submitted by participating organizations.|
|15||December 12, 2019 – 2020||Program simulcasting||After all works are translated and packaged, simulcasting will be organized for all broadcasting members of the Belt and Road Media Community and all participating organizations.|

- Production Requirements
1. The program type is a factual short documentary.The Organizing Committee does not accept fictional films, animated films, immersive games, advertising campaigns or other related types.
2. The registered organizations can independently select themes and shooting cities and submit shooting proposals.
3. Each participating organization conducts field shooting and independently produces at least one short video episode.
4. The narrator uses English for self-narration or voiceover to advance the plot, with subtitles or a file containing subtitles. (The narrator can be a moderator, a guest, director, photographer or a person of another related profession)
5. The length of the video is 15 minutes per episode. 4K technology for shooting and editing is preferred (If participants who get selected cannot use 4k technology, please contact the Organizing Committee to negotiate it). The video shall have M&E audio track, an English script and English subtitles containing timecode.
6. There must have nature voice in the film using directional microphone. The film should have clear dialogues and sound clips, not only background music.
7. Please use Log Mode and color grading for shooting.

8bit ProRes HQ 422; 8bit ProRes 422; 8bit DNxHD 185; 8bit DNxHD 120; XDCAM HD 4:2:2 50M; gamut: BT.709 standard.
Format: Resolution 1920X1080, 50i; Picture Size: 16:9.
3）Audio encoding: stereo, aac, code rate 192kbps, sampling frequency 48KHz, quantification 16bit.
5.1 channel sound surround: encoding Dolby Digital (AC-3), coding rate 384kbps, sampling frequency 48KHz, quantification 16bit. (CBR encoding: Rate Control and TS Layer, use CBR to set the empty package control. VBR encoding: the largest coding rate less than 1.8 times of the average one.), gamut BT.2020. HDR High Dynamic Range: HLG/ 1000nit (GY/T315-2018).
4）4K sound production requirements: stereo surround sound 8 channel recording mode.

5）M&E audio track: separate audio document. Format: wav. Encoding: PCM.
The audio track including: M&E audio track, music track, dynamic effect track, scene sound track and dialogue sound track.
Mix format: 5.1 channel sound and stereo.
5. Requirements on subtitles:
1)Dialogue subtitles: Character dialogue related to program content shall be superimposed on the dialogue subtitles (including audible background dialogue).
2)Explanatory subtitles: Explanatory or annotated subtitles of relevant scenes shall be superimposed according to the program needs. For a subtitled/dubbed program, when the foreign language related to the content of the program appears on the screen, translated subtitles shall be superimposed. Some hints in image form related to program content shall be superimposed with translated subtitles.
3)Song subtitles: The lyrics of songs included in the program shall include subtitles (songs in foreign languages shall be superimposed with translated subtitles showing the general meaning of the lyrics);
4)Subtitles for special effects packaging: When making subtitles for special effects packaging in the film title sequence and within the film’s content, special effect translation subtitles shall be superimposed which are combined with the original subtitles.
5)Scrolling subtitles for the run-out: Scrolling subtitles can keep their original state or be superimposed with the translated scrolling subtitles.
6. Subtitle specification:
1)The time axis of dialogue subtitles shall be exactly the same as the dialogue voice, and the upper and lower points shall conform to viewer habits.
2)All subtitles shall be superimposed within the 80% safe title margin of the picture. The dialogue subtitles shall be superimposed near the bottom of the safe title margin.
3)For font size, please refer to related language programs already broadcast. HD programs with Chinese dialogue subtitles shall be in bold-face type, with a font size of 60pix. A single line shall not exceed 18 Chinese characters. The width of the foreign languages subtitle rows shall generally not exceed 18 Chinese characters, and single screen subtitles shall not exceed two rows.
4)Subtitles shall not have jagged edges or flicker, and scrolling subtitles shall not shake, blur or have any other related disruption.

- Supplementary Provisions
1. The deadline for submission of proposals and programs shall be based on the specific contract. If the proposal is overdue, it shall be regarded as a voluntary waiver of participation.
2. Specifications of the films delivered shall be as specified in the Program Delivery Format. If the program is not up to required standards, the Organizing Committee shall have the right to request amendments from the producer.
3. Once the applicant submits registration materials, it shall be deemed they have accepted the terms and conditions as defined in the Rules.
4. The Organizing Committee of the “Golden Ribbon” Multinational Co-Production Project reserves the right of final interpretation of the Rules.

The Golden Ribbon International Short Documentary Co-production Project (“Project”) aims to showcase the customs and culture of Asia, facilitate international creative communication and promote mutual understanding among countries along the Belt and Road through the filming and production of short documentaries.

1 The Project sets four creation themes: Homeland Flavor,story along thesilk road, Crafts Asia and Urban Vibrant. The Organizing Committee will provide a more detailed description of the creation themes in the Application Form. Creators can select a theme prior to creating their work.
2 The filming location, characters and stories of the video shall be within the creator’s country (or region). The subjects shall be filmed and stories shall be presented from a local perspective. Even well-known subjects require a unique and localized perspective.
3 Given the cultural differences found among international audiences, corresponding background knowledge shall be properly explained and foreshadowed.
- Production Requirements
1 The program genre is short documentary. The Organizing Committee does not accept fictional, animated, immersive, gaming or advertising works.
2 The program length is 5 minutes, with video resolution not less than 1080P. The program should include M&E audio tracks, English subtitles and time-coded English scripts. Please refer to the Application Form for specific requirements.

The Project team will select about 30 high-definition short documentaries for funding support. According to the proposal, synopsis, budget and country/region, each program will receive funding of USD $3,000-$5,000. In addition, the Project team will select around 15 quality high-definition short documentaries to be produced by participants relying on their own funds.
The applicants shall provide reasons for requiring funding as part of their Application Form.
The project team and each creator shall sign a Fund Support Agreement.
All funded short documentaries selected as part of this event are eligible for the Golden Ribbon Outstanding Short Documentary Selection.
